If you have check the switches, wiring, relays and fuses it could be the pads themselfs that have had it.

are both seats not working or just one? most common problem is the wire breaks just at the seat back at the pivot point for the seat to tip forward.

list of fuses

Its both seats not working have checked fuses and relays all appear OK.
Switches illuminate when pressed.

Will check wiring for breaks as described.

Should both the seat and back heat up.

yes back and seat bit both heat up, would check that

A. the switch's are properly connected
B. the connector under the seats are connected

if they are get your self a test light and see if your getting power at the connector under seats

Check both connections under the seat if these are connected make sure you've got 12v at this point. If all ok then check the wiring as it passes next to the pivot points and is very prone to breaking, this happened on my passenger seat so I had to resolder the wires now all ok
