Cally LE won't start

Hi guys, i was hoping some one could help me out here.

My LE turbo just wont start, i think its a fueling problem,, I had to call out RAC they had a look at it but could not fix it, but suggested possible fuel pump failure?? as there is no fuel coming to the fuel rail? So i replaced the fuel pump which was inside the fueltank, but nothing and I cant hear the fuel pump either. Am I doing some thing wrong..
Or could it be something like, fuel relay, fuel regulator...etc..

Any tips or ideas would be grateful.

As Kenny said, check the relay.
Get the kick panel off, get your head down there and you should hear a faint clicking from it when you turn the ignition on/off. If not, replace it.

If the relay is dead the pump wont do anything.

Get ya head down into the footwell and see if you an hear it cleck when you put the ignition on/off.
It's a very easy and fairly cheap fix, I'd always suspect the relay 1st.
