Haynes says there is a hole above the headlight that a screw driver can be inserted into and turn screw to adjust to required hight. have the headlight adjuster on dashboard set at 0

An MOT tester is not allowed to change/ adjust anything on an MOT, even someting as simple as that or a blown bulb.

Most good garages call you for small things like that to get your permission to change them during the MOT to pass it.

my local garage where i have been taking all my cars for the last 10 years has just changed the MOT tester to a young guy. the c**k has been a total a******e, he failed mine for headlight adjustment, really not the same service. not going back and i have told them so. sometimes when it comes rules some things can be sorted there and then and if they wont do it then they really are being anal about it.

my guy at the mot place will always adjust it if he has to as he wudnt like to lose a good customer for something as small as that , he sorted me with a dodgy sidelight bulb he just said get yourself another one after he had put it through .been going down there 10 years + now
