Dim Headligts and dash lights

My 16V Ecotec has a problem with dim head and panel lights.

The brightness of the lights becomes low after a few miles of driving. However the voltmeter reads at least 13v while driving and the battery charge light goes off immediately the car is started, therefore I assume the battery is charging. When the ignition key is operated the engine turns over as expected and the car starts straight away. Even when the engine is not running and headlights are switched to full beam the volt meter reads 12V, so I assume the battery is in good condition. The other issue is that the failed bulb dashboard indicator is permanently on, however all the bulbs are working.
Has anyone got any ideas about what is going on.

I’d be tempted to start by having the battery and alternator tested - many places will do that for free if you don’t have the equipment yourself. I’d normally expect the voltmeter to read around 14v after starting as it recharges the battery.
