respraying plastic bumpers, different from metal panels ?

never sprayed a bumper.. but I notice others who do it.. they seem to get problems more than panels. i.e. Lacquer peel. Is there more care required in keying the layers.. due to the flexy aspect or different heat absorption of plastic vs metal ?
